Article III. Certificates of Registration
Section A. Blue Certificates of Registration
- One Blue Certificate per puppy will be issued to the owner of the litter at birth once the litter application has been submitted and approved.
- The breeder will transfer each Blue Certificate to the puppy owner.
- All Blue Certificates must be returned to TSSR prior to the puppy’s seven month birthday.
- A fee of $20.00 made payable to TSSR must be included.
- TSSR will then issue to the owner a Temporary Pink Registration Certificate for the puppy.
Section B. Temporary Certificates of Registration
- The puppy owner must return the Temporary Registration along with the items required by TSSR for Permanent Registration between the ages of 12-27 months for Adult Non-breeding Certificates, or 24-27 months for Adult Permanent Breeding Certificates and Adult Permanent Restricted Breeding Certificates.
- A 90 day extension may be requested by contacting the Registrar prior to the 27th month expiration.
Section C. Permanent Adult Breeding Certificates of Registration
- Breeding Certificates of Registration will be issued to all dogs between 24-27 months of age who meet/submit the following requirements:
- Passing hip certification
- OFA Finals: Fair, Good or Excellent.**
- PennHIP where both hips must score not over .50, with no degenerative joint disease.**
- OVC Finals: Normal**
- Proven DNA results that show positive parentage reads ”indicated parents qualify”
- OFA Heart certification.
- A certificate validating height (minimum 28" males 26" females) and weight signed by a veterinarian, canine judge, accredited trainer, member of the TSSR Board of Directors, or a Certified Temperament Tester.
- A copy of an approved Temperament Test Certificate, or a copy of a CGC, CGN or TDI certificate (with gun fire) Certificate, or a temperament test on video (reviewed and scored by a member of TSSR Board of Directors done no younger than 12 months of age.
- A certificate signed by a veterinarian stating that a male dog has two fully descended testicles.
- Four pictures of the individual dog to be registered (taken while standing, views from front, rear, left side and right side).
- A completed TSSR Faults and Virtues form.
- A fee of $25.00 made payable to TSSR.
Restricted Breeding Certificates of Registration:
Require all of the above information on file and are issued for the following:
Males approved for breeding between the age of 12 mos-24 mos (OTX or Shiloh) or any upgraded breeding dog designated by the breeder to be “restricted.”
**Exception:
A male Shiloh Shepherd completing all required health testing (hip and heart) that has prelim hip certification of OFA Good or better, OVC Normal or PennHIP numbers no greater then 0.50 may request approval of the Board of Directors to be bred between the age of one (1) year and two (2) years. The BOD will look at all health testing, LMI/LMX information, along with reason for the request when making a decision. If approved all health testing certificates must be on file with the TSSR registrar and final hip certification at two (2) years of age must be completed or breeding rights will be revoked.

Section D. Permanent Adult Non-Breeding Certificates of Registration
- Permanent Adult Non-Breeding Certificates of Registration will be issued to all dogs between 12-27 months of age who meet/submit the following requirements:
- Hip report from either OFA, OVC or Penn HIP (highly recommended for
LMI information). - A completed TSSR Faults and Virtues form.
- A certificate validating height and weight signed by a veterinarian, canine judge, accredited trainer, member of the Board of Directors, or a Certified Temperament Tester.
- Four pictures of the individual dog to be registered (taken while standing, views from front, rear, left side and right side).
- A completed TSSR Faults and Virtues form.
- A fee of $5 made payable to TSSR (if photo placed on certificate).
- Hip report from either OFA, OVC or Penn HIP (highly recommended for
- Only Non-Breeding Certificates of Registration will be issued to any dog/bitch who:
- Fails to pass any requirement for Permanent Adult Breeding Certificates of Registration.
- Fails to make minimum size requirements (as defined in the Breed Standard), unless exception has been approved by the Board of Directors.
- Has been specifically sold with a non-breeding registration certificates (unless upgrade has been approved by Breeder).
Section F. Exceptions
- Any dog may change from Adult Non-Breeding to Adult Breeding Certificate if it meets all requirements.
- All required items for Permanent Adult Breeding Papers must be submitted for TSSR approval.
- The upgrade needs to be approved by the breeder.
- A $25.00 fee payable to TSSR is required for this upgrade.
- A request for a deadline extension may be applied for prior to a dog/bitch’s 27th month birthday. Deadline extension should be sent to the Registrar.
